10l: Move ff_mpeg4_pred_dc() to an appropriate place.
It is used by both encoders and decoders and should not be below a CONFIG_ENCODERS preprocessor check. Originally committed as revision 20980 to svn://svn.ffmpeg.org/ffmpeg/trunk
