fixed ratecontrol & b-frames
2pass ratecontrol fixed hq with 2pass inceased build num (a few more vars for the rc stuff) hopefully no new bugs Originally committed as revision 408 to svn://svn.ffmpeg.org/ffmpeg/trunk
