Changes to the build include files mechanism to differentiate between source code includes (which are protected by a call to "IsThornActive" and header includes which are not.
New notation is
INCLUDES HEADER: (=INCLUDES:)
INCLUDES SOURCE:
USES INCLUDE HEADER: (=USES INCLUDE:)
USES INCLUDE SOURCE:
