New specification for CCTK_GroupData after Tom pointed out to me that

returning a pointer for a structure means that thorn programmers have to
remember to free the pointer. Now the specification is

int ierr CCTK_GroupData(int group_index, cGroup *pgroup)

So that it can be called via

cGroup pg;

CCTK_GroupData(group_index, &pg);

and noone needs to remember to free anything.
