Added configuration-time option
DEBUG=yes
This was there before, but now the known-architecture files can contain
C_DEBUG_FLAGS
CXX_DEBUG_FLAGS
F77_DEBUG_FLAGS
F90_DEBUG_FLAGS
Also added compile-time option
WARNINGS=yes
which should switch on warning flags during compilation. The known-architecture
files specifies these flags via
C_WARN_FLAGS
CXX_WARN_FLAGS
F77_WARN_FLAGS
F90_WARN_FLAGS
