We only want to set the excision mask on those time levels when we
have tried to find a horizon or horizons. Snce we schedule the
horizon-finding in Carpet's global mode, that suggests also scheduling
the mask routines in global mode... except that the mask routines
need to make direct accesses to the mask grid function(s), and so
must actually run in local mode.
This fix changes the scheduling of the mask routines to use
options: global loop-local
which has just the desired semantics.
