Instead of setting FFLIBS in each library Makefile configure
exports FFLIBS-$library in config.mak.

Add one copy of the function into each of the libraries, similarly
to what we do for log2_tab. When using static libs, only one
copy of the file_open.o object file gets included, while when
using shared libraries, each of them get a copy of its own.
This fixes DLL builds with a statically linked C runtime, where
each DLL effectively has got its own instance of the C runtime,
where file descriptors can't be shared across runtimes.
On systems not using msvcrt, the function is not duplicated.

registration calls as part of multiline macros defining combined
component registration. Coalesce those macros into one line to
work around the issue.

The 5 bytes lost are the ones from param = av_strdup(":0.0"), so let's
free param in the exit path.
Also check the av_strdup() return value.
Note: calling av_free(param) even when av_strdup() fails and param is
NULL is OK and keeps the code simpler without adding another label to
skip av_free().
