avcodec/vc2enc: prevent bitrate overshoots
The rounding caused by the size scaler wasn't compensated for and the slice sizes grew beyond what is allowed per frame. Signed-off-by: Rostislav Pehlivanov <rpehlivanov@obe.tv>
